Time to reap the peace dividend

Minnesota, 02 June, (Asiantribune.com): Even as the end of the Cold War brought a global sigh of relief, it raised expectations of a peace dividend. And the peace dividend was mentioned like a mantra after some other hot wars -- such as the world's longest-running civil war in the Sudan -- ended. Such expectations have been, at best, only partially met.
